Điều 2. Đối tượng áp dụng
1. Người khuyết tật đủ 14 tuổi đến dưới 60 tuổi (đối với nam), dưới 55 tuổi (đối với nữ), có nhu cầu học nghề và sức khỏe phù hợp với yêu cầu của nghề cần học, có hộ khẩu thường trú trên địa bàn thành phố Hải Phòng.
2. Các cơ quan, đơn vị, tổ chức, cá nhân sử dụng và quản lý nguồn vốn sự nghiệp từ ngân sách nhà nước để thực hiện hỗ trợ đào tạo nghề trình độ sơ cấp và đào tạo dưới 3 tháng cho người khuyết tật trên địa bàn thành phố.
