2. Có tính mới, tính sáng tạo ở phạm vi cơ sở, thành phố.
3. Đã được áp dụng hoặc áp dụng thử và mang lại lợi ích thiết thực ở phạm vi cơ sở, thành phố.
4. Không thuộc đối tượng bị loại trừ quy định tại Khoản 2 Điều 3 Nghị định số 13/2012/NĐ-CP của Chính phủ.
5. Sáng kiến được xét công nhận vào cuối năm cùng với việc xét công nhận danh hiệu thi đua. Riêng lĩnh vực Giáo dục và Đào tạo, việc đăng ký và xét công nhận theo năm học.
6. Việc xét công nhận sáng kiến thực hiện ở cơ sở, thành phố. Sáng kiến đề nghị được xét công nhận ở cấp trên phải được công nhận và đề nghị của cấp dưới.
7. Có đầy đủ hồ sơ theo quy định.
